TTL News 317 Posted January 9, 2023 This morning the Elmira Police Department executed a search warrant at a residence on the East Side of Elmira. According to police, the search warrant was based on an investigation conducted by the NYS Internet Crimes Against Children (ICAC) Task Force. Police say that a CyberTip sent to the National Center for Missing and Exploited Children provided information that an Elmira resident had uploaded child sexual abuse material to the internet. As a result of this investigation, 60 year old Donald Campbell Sr of Elmira was charged with one count of Promoting a Sexual Performance by a Child, a Class D Felony, and held for Elmira City Court arraignment. Additional criminal charges are expected. Elmira Police say that Donald Campbell Sr is a level 3 registered sex offender and is designated as a predicate offender. He has been arrested and convicted twice for Possessing A Sexual Performance By A Child Less Than 16 Years of Age, both in 2004 and in 2019.
