  2. An Elmira man was arrested early this morning after a joint operation between the Elmira Police Department and the FBI. This morning at around 07:00am the Elmira Police Department executed a search warrant at a residence on the East Side of Elmira. According to police, the search warrant was based on an investigation initiated by the NYS Internet Crimes Against Children (ICAC) Task Force. A CyberTip sent to the National Center for Missing and Exploited Children provided information that an Elmira resident had uploaded child sexual abuse material to the internet. As a result of this investigation,23 year old Emanuel Juarez of Elmira was charged with one count of Promoting a Sexual Performance by a Child, a Class D Felony, and held for Elmira City Court arraignment. The Elmira Police Department was assisted by the FBI during this investigation.
  3. On Saturday April 22, 2023, the New York State Police out of the State Police barracks in Horseheads arrested 35 year old Kenneth R. Highley of Big Flats for two counts of Burglary 2nd (C Felony), two counts of Criminal Mischief 2nd (D Felony) and three counts of Criminal Contempt 1st(E Felony). Police say the arrest was a result of an investigation into numerous burglaries of a residence in the town of Big Flats, NY which had occurred over the past month, during which property was damaged in violation of a court issued order of protection. Highley was arraigned in the Town of Big Flats Court and committed to the Chemung County Jail on $5,000 cash bail or $10,000 bond pending further court proceedings.

  5. On Saturday at approximately 5:00 p.m. New York State Police and local rescue crews responded to Miracle Lane in the town of Big Flats for a capsized canoe with a possible drowning victim. Upon arrival at the scene, the canoe was located but could not be reached due to the location from the shoreline and the river conditions. At the time of the occurrence, a group of young adults were traveling down the river in kayaks and canoes. Police say one of the canoes was occupied by two women wearing life vests, which struck a downed tree causing the canoe to capsize. One of the women was able to free herself and get to shore but the other became trapped underneath the canoe. The canoe was eventually dislodged from the tree by the Swift Water Rescue Teams from the Wellsburg and Southport Fire Departments. The second woman, a 22-year-old from Prattsburg, NY was then located underneath the canoe and was determined to be deceased. The name of the victim is not being released at this time. The Chemung County Sheriff’s Office, West Elmira Police Department, and fire departments from West Elmira, Golden Glow and Big Flats also assisted at the scene.

On Sunday at approximately 6:44 p.m., troopers from State Police Horseheads barracks and members of the Bureau of Criminal Investigation responded to a two-vehicle-crash on I86 westbound between exits 49 and 50. Two females were pronounced deceased at the scene. An investigation revealed that 76 year old Eduard Edelshteyn of Brooklyn, NY was traveling west when he crossed over two lanes of traffic. His vehicle subsequently struck a disabled tractor trailer that was parked off the roadway on the north shoulder. Two passengers of the vehicle, a 72-year-old female and a 58-year-old female were pronounced deceased at the scene. According to police the deceased are not being identified at this time because next of kin have not been notified. Both Edelshteyn and a third passenger,56 year old Alla Fedosova of Brooklyn, NY were transported to Robert Packer Hospital for treatment. The operator of the tractor trailer, 65 year old Claudio L. Castanheira of Fort Lauderdale, FL suffered no injuries.
  7. On Sunday April 23rd, 2023 at approximately 01:00AM Elmira Police Department Officers were dispatched to Kahuna’s bar for a report that a patron had stabbed an employee. Upon arrival Officers observed that the employee had been stabbed several times in the area of his head and neck. Aid was rendered and he was removed from scene by Erway Ambulance for medical treatment. Elmira Police developed information as to the identity of the suspect. The suspect was observed by New York State Police who were canvassing the area and the suspect was taken into custody without incident several blocks away. As a result of this investigation, 27 year old Avontae T Wilson of Elmira, was charged with Attempted Murder in the Second Degree, a class B Felony. Wilson was arraigned in Elmira City Court and was remanded to the Chemung County jail in Lieu of 250,000 Cash Bail.   9. Chemung County Executive, Christopher J. Moss, announced today that Chemung County police agencies and STOP-DWI Coordinators will participate in special efforts to bring awareness to the dangers of impaired driving. The statewide STOP-DWI Crackdown efforts start on April 20th and will end on April 21st. The “4/20” marijuana culture celebration is a deadly period for impaired driving. In a combined effort to bring awareness to the dangers of impaired driving, prevent injuries and save lives law enforcement officers across New York State and STOP-DWI programs will be participating in special engagement efforts. The STOP-DWI 4/20 STOP Drugged Driving High Visibility Engagement Campaign is one of many statewide initiatives promoted by STOP-DWI NY and the Governor’s Traffic Safety Committee. The Statewide STOP- DWI High Visibility Engagement Campaign also targets Memorial Day, July 4th, Labor Day/End of Summer, Halloween, Thanksgiving, Holiday Season and St. Patrick’s Day, as well as other high-risk periods throughout the year. Officials say highly visible, highly publicized efforts like the STOP-DWI High Visibility Engagement Campaign aim to further reduce the incidence of drunk and impaired driving.
  10. Elmira Police Chief Kristen Thorne has issued a reminder to city residents about portable basketball hoops and other items in the city roadways. Thorne says that historically the Elmira Police Department has consistently received complaints around this time of year and into the warmer summer months in regards to basketball hoops set up around the city. The basketball hoops being placed either in the roadway, on the public sidewalk or in the area between the sidewalk and curb. Having a basketball hoop located at any of these three locations is in violation of Elmira City Ordinance 20-3 – Obstructions on sidewalks, streets, right-of-ways prohibited. The issue being that they interfere with the normal, intended use of the sidewalk, street or right-of-way. Thorne says the Elmira Police Department understands the value of having a location where individuals can come hang out together and enjoy a sport. With that said the issues that these hoops tend to create need to be considered also. That being, individuals blocking the sidewalk forcing pedestrians to walk around, individuals blocking the roadway and failing to move for vehicles operating on the street and the possibility of injury that may occur if an individual is struck by a vehicle while in the roadway. Due to these issues the Elmira Police Department will be enforcing this City Ordinance. Elmira Police Officers have the discretion to issue verbal warnings for these violations as a way to inform the individuals about the City Ordinance. In the event verbal warnings are issued but discarded and the basketball hoop is kept up in violation the Elmira Police Department may look to issue an appearance ticket for the City Ordinance violation and impound the basketball hoop. The City of Elmira Department of Public Works (DPW) has announced the upcoming Milling and Paving of the following City streets: North Main Street – From Water Street to Second Street Church Street –From North Main Street to Guinnip Ave Milling of streets will begin Monday April 24th and continue thru May 3rd. During the milling and paving of North Main Street and Church Street, downtown businesses will remain open as usual but traffic will not be able to access North Main Street or Church Street. Only foot traffic will be allowed due to construction. Final paving of the streets will occur May 8th thru May 16th , weather depending. Crews will notify residents and businesses before the milling and paving takes place. Mill and Fill road projects typically remove the top 2-3 inches of asphalt and replace it with a new asphalt wearing course. Mill and Fill roads have 10 years added to their life with routine maintenance. The DPW asks that residents please have vehicles removed from the street and out of your driveways before 6:00a.m. of the day your area will be milled or paved. The streets will be reopened when milling and paving is completed. The streets will also be opened during the period between milling and paving. Notices will be distributed to affected residents and businesses prior to the start of each road’s paving. Our planned work is subject to change based on weather and contracted equipment availability. As always, the DPW asks drivers to please drive carefully through work zones, and allow extra time to reach your destination.

The Elmira Police Department has identified the victim of a fatal motor vehicle accident that occurred on Clemens Center Parkway at E Fifth St on 04/16/2023 at 02:00am as Seth D Truax, a 22- year-old resident of Elmira. The driver of the striking vehicle was identified and the investigation into this incident is ongoing.

On October 13, 2022, New York State Police members from the Bureau of Criminal Investigation of SP Horseheads began an investigation into 49 year old Andrew Daugherty of Dundee who was alleged to have sexually exploited a minor child. Police say the abuse occurred over the span of seven years at various locations of Yates County and the Southern Tier. Seventeen other individuals were also charged in connection with the exploitation of the same minor. Over the course of several months, and with the assistance of members of the Bureau of Criminal Investigation from Troops E, A, and C, 18 individuals were arrested and charged with various sex offenses committed against the same child. The New York State Police worked in conjunction with the Holly Hill Police Department of Florida, the Yates County District Attorney’s Office, the Yates County Department of Social Services, and the New York State Police Computer Crimes Unit to successfully conclude the lengthy investigation and provide support services to the victim. On March 16, 2023, the Yates County District Attorney’s Office presented the case to a grand jury which resulted in the indictment of eighteen individuals: Andrew Daugherty of Dundee: Predatory Sexual Assault against a Child (A-II Felony), Predatory Sexual Assault (A-II Felony), Sex Trafficking of a Child (B Felony), Compelling Prostitution (B Felony), Criminal Possession of a Weapon 3rd Degree (D Felony), Promoting a Sexual Performance by a Child (D Felony), Use of a Child in a Sexual Performance (C Felony). Daugherty was also charged as a co-defendant for aiding and abetting others in the promotion of sexual acts. Micheleine Ridley of Dundee: Predatory Sexual Assault against a Child and Tampering with Physical Evidence (E Felony); Michael Gucciardo of Bath: Rape 1st Degree (B Felony), Criminal Sexual Act 1st Degree (B Felony), Promoting a Sexual Performance by a Child (D Felony), Use of a Child in a Sexual Performance (C Felony), Rape 3rd Degree (E Felony), and Criminal Sexual Act 3rd Degree (E Felony); Ashley Crandall of Corning: Two counts of Criminal Sexual Act 1st Degree (B Felony); Anthony Hawn of Holly Hill, FL: Rape 2nd Degree (D Felony) and Criminal Sexual Act 2ndDegree (D Felony); Mary Diederich of Bath: Criminal Sexual Act 1st Degree (B Felony) and 3rd Degree (E Felony), Aggravated Sexual Abuse 2nd Degree (C Felony), Sexual Abuse 1st Degree (D Felony), Use of a Child in a Sexual Performance (C Felony), and Promoting a Sexual Performance by a Child (D Felony); Tiffany Jamieson of Binghamton: Two counts of Criminal Sexual Act 2nd Degree (D Felony); Richard Tallarida of Elmira: Criminal Sexual Act 2nd Degree (D Felony), Rape 2nd Degree (D Felony), Use of a Child in a Sexual Performance (C Felony), and Promoting a Sexual Performance by a Child (D Felony); Zackery Crissell of Elmira: Rape 2nd Degree (D Felony) and Criminal Sexual Act 2ndDegree (D Felony); Wayne Niles of Elmira: Rape 2nd Degree (D Felony); Ashley Shaffer of Bath: Two counts of Criminal Sexual Act 2nd Degree (D Felony); Aaron Labar of Prattsburgh: Sexual Abuse 1st Degree (D Felony) but the charges has been returned to local court and will be amended to Sexual Abuse 2nd Degree (A Misdemeanor); Stephanie Ridley of Dundee: Use of a Child in a Sexual Performance (C Felony) and Promoting a Sexual Performance by a Child (D Felony) Police say five other individuals have plead guilty to the following charges: Brittany Skinkle of Elmira: Criminal Sexual Act 1st Degree (B Felony); Gregory Scears of Elmira: Rape 3rd Degree (E Felony); Summer Elliott of Elmira: Criminal Sexual Act 2nd Degree (D Felony) and Use of a Child in a Sexual Performance (C Felony); Steven Sherman of Elmira: Rape 3rd Degree (E Felony); Kayla Montgomery of Olean: Criminal Sexual Act 1st Degree (B Felony)
  14. On Sunday, April 16th at approximately 2:00 AM Elmira Police Officers responded to the intersection of Clemens Center Parkway and E. Fifth St. for a motor vehicle accident involving a pedestrian with injuries. Upon officers’ arrival, they began rendering aid to the victim a 22 yr old male. The male was transported by Erway Ambulance to Arnot Hospital for further treatment where he later succumbed to his injuries. The driver of the striking vehicle was identified and an investigation is underway.   16. At tonight's meeting, the Chemung County Legislature will consider whether or not to buy the former Five Start Bank Building, located at 150 Lake Street in the City of Elmira. While no official use for the building has been announced, the county could use the building for some departments of the county government. If the purchase is approved, the price for the building is reported to be one million dollars.

  18. On Thursday, April 6, 2023, the New York State Police at Painted Post arrested 33 year old Albert J. Jones, age 33 of Watkins Glen, NY. It is alleged that Jones had been operating a 1998 Dodge Ram pickup truck that was previously reported stolen by the Watkins Glen Village Police Department. Troopers located the vehicle travelling on State Route 414 in the Corning area and attempted to conduct a traffic stop when Jones refused to comply. State Police, assisted by the City of Corning Police Department, initiated a pursuit of Jones that traversed to the area of Lamphear Court, where Jones lost control of his vehicle and crashed into an apartment building. Jones exited the vehicle, fled on foot, and subsequently apprehended. Jones was charged with Reckless Endangerment 1st (class D Felony), Criminal Possession of Stolen Property 3rd (class E Felony), Aggravated Unlicensed Operation 1st (class E Felony), Unlawful Fleeing of a Police Officer (class A Misdemeanor), Resisting Arrest (class A Misdemeanor), Driving While Ability Impaired by Drugs (unclassified Misdemeanor), and numerous Vehicle and Traffic Law violations. Jones was transported to Guthrie Corning Hospital where he was treated and released with minor injuries. He was lodged at the Steuben County Jail to be held for Centralized Arraignment Part Court. Jones is facing additional charges by New York State Parole for violating the terms and conditions of his parole. The State Police were assisted by the City of Corning Police Department, Steuben County Sheriff’s Office, Village of Watkins Glenn Police Department, and the Schuyler County Sherriff’s Office.
  19. On 04/04/2023 the Elmira Police Department was dispatched to the 300 block of Walnut St for the report of gun shots. Upon arrival Elmira Police located one victim who had suffered a gunshot wound. The victim was transported to a local hospital with a non-life-threatening injury. This matter is still under investigation and no further information will be released to the public at this time. The Elmira Police Department is asking anyone with information about this matter to call the Elmira Police Department at (607)737-5626 or (607)271-HALT. Information can also be sent anonymously to the Elmira Police Department via OPERATION HALT at http:\\www.cityofelmira.net. Elmira Police Officers were assisted in this investigation by the Chemung County Sheriff’s Department, the New York State Police, the Town of Elmira Police Department, Elmira Fire Department and Erway Ambulance.
