If the County was forming a task force, the exec would have some say in the matter. 

But what authority does Moss have over the City Council?

It is a County task force.  They asked city council to appoint a member to represent them

What the heck is a substack?

I did not subscribe but I'm wagering a guess that there is no ability to interact with the commenter.  That's OK because he can still be tagged on FB.  I think.

Well he probably will waive the insurance since he's retired county sheriff but I'm sure he will take the extra paycheck

I believe a resolution was passed that after a certain date no new council members were eligible for health insurance.
