Traffic Stop Leads To Weapons Charges In Elmira

On January 9th, 2025 at approximately 4:40pm, Elmira Police Officers conducted a traffic stop on the 300 block of S. Main St.

During the traffic investigation, one of the male occupants of the vehicle fled on foot. Responding Officers engaged in a short foot pursuit with the male. The male was last scene heading into a relative’s residence on the 300 block of Pennsylvania Ave. Responding Officers quickly set up a perimeter around the residence and were able to make contact with the resident who confirmed the male was inside. A member of the Elmira Police Crisis Negotiation Team responded to the scene and after a short time period the male was taken in to custody without incident.

As a result of this investigation, 20 year old Elmira resident, Kayne Rouse, was arrested on a Superior Court Warrant for Criminal Possession of a Weapon 2nd Degree (2 counts) a Class C Felony and Criminal Possession of a Weapon 3rd Degree a Class D Felony. Mr. Rouse was also charged with Obstruction of Governmental Administration 2nd Degree a Class A Misdemeanor. Mr. Rouse is being held pending arraignment in Elmira City Court.

The Elmira Police Department was assisted by the Chemung County Sheriff’s Office, West Elmira Police Department, Elmira Heights Police Department and the New York State Police.
