  1. by Carol Houssock CHEMUNG - Chemung Speedrome’s 2023 banquet completed business for the year. A packed house gathered at the Best Western Grand Victorian ballroom in Sayre, PA for the event. Promoter Ray Hodge dedicated the banquet to the late Peyton Shaw, last year’s 4 Cylinder Rookie of the Year and Waverly High School senior killed in a tragic car accident just before Christmas. Lee Sharpsteen backed up last year’s title by earning another in the Buckley’s Automotive Modified division. In 11 races, he picked up 4 wins and in 3 other races he was among the top five. In addition to running for the title, Lee’s family also ran up and down the Interstates so his son, Leevi, could compete at Millbridge Speedway in NC. The family also experienced tremendous sorrow with the death of Peyton Shaw, whose relationship with their children was more like family than many have with blood relatives. Sharpsteen plans to defend his title, and to bring Leevi on board in a Bandolero this year. He’ll also hope to capture the title at New Smyrna Speedway in Florida, where he’ll race in their Speedweeks for the 602 Modifieds beginning this weekend. Nick Robinson started 2023 with a DQ, essentially missing the entire first race in the Blauvelt Funeral Home Super Stock division. He came back and won the next two races and two others later in the year. From week two on, in the 11 other events, he never finished lower than third in a division packed with hard-hitters and talent. Robinson also won the ROC FOAR Score championship in ’23. He is weighing options for the upcoming season. Josh Parker is now three-for-three. Parker won his third championship in the Marion Decker Agency Hobby Stock division. In its three years of existence at Chemung, it’s the fastest-growing division and he’s the only champion ever crowned. In the 13 races run, Parker never finished outside the top five, and he picked up two feature wins along the way. He is also unsure of his plans for 2024. Missing from photo Devin Gullo (Bandolero Bandit/Overall Champion) When the season began, Joey Bevacqua had some big events coming up, such as leaving to attend UNOH in August. They sold the Super Stock and he focused on his 4 Cylinder he would run when he could. He ran the full season and was one of just two drivers to park in victory lane. He did that four times and put together a solid season to earn his first championship. Now part of an ARCA team through UNOH, he said he will race when he can this season. In the Serendipity Ice Cream Bandolero division, Devin Gullo claimed the overall championship running in the Bandit age group. Joey Allowatt, last year’s overall winner, won the Outlaw title. Both young men dominated the action in ’23 and both visited victory lane as either the overall or division winner in 8 of the 9 features. Gullo will join his older brother, Anthony, in the Hobby Stock division this season. Special awards: Rookie of the Year, Tyler Harbst (Modified); Best Appearing Car, Brandon Ameigh (Hobby Stock); Mechanic of the Year, George Kent (Modified); and Sportsmanship, Modified car owner Frank Morich. Track promoter, Ray Hodge, thanked the track’s sponsors and employees, and spoke of some new sponsors coming on board for this year. Both Ray and Operations Manager Jerry Sinsabaugh provided some comic relief, with random pictures and unique captions and some light-hearted digs. Hodge mentioned that racers will have one week off in May, June, July and August again this year, something that gives everyone a break. He added that the ROC will be at the track four times, two with the Modified Tour and two with the Sportsman Series. The schedule has been out but will soon include greater detail. Begun last year, Hodge then presented two awards to loyal fans. They went to Jim Monaco and to Mark and Lilly Taylor. Emcee and track announcer Carol Houssock mentioned that George Kent from Horseheads, NY was inducted into the Eastern Motorsport Press Association’s Hall of Fame. Houssock, an EMPA Board member, presented Kent with his award since he had been unable to attend the organization’s banquet last month. She highlighted his Hall of Fame-worthy career. Houssock highlighted many of the special moments everyone experienced at the Speedrome in 2023, both light-hearted and serious. She also thanked all the race teams, Ray and Ellen Hodge, sponsors, and everyone at the track for their hard work and investment in racing at the Speedrome.   2. WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) announced U.S. Department of Agriculture (USDA) Rural Development funding for the Town of Catlin in Chemung County. The town will receive a grant of $40,000 and a loan of $205,000 to purchase a new snowplow truck. “During our harsh winters, it’s important that rural areas have the equipment they need to maintain roads and keep the community safe,” said Congressman Langworthy. “Congratulations to Supervisor Phelps and the Town of Catlin on this federal investment in a new snowplow that will play a critical role in enhancing the town's ability to respond effectively to winter weather challenges. This funding reflects our commitment to supporting the unique needs of our rural communities — improving overall quality of life and contributing to the long-term sustainability and prosperity of our region." “I want to thank Congressman Langworthy, the USDA, and all involved in securing this funding for the Town of Catlin’s much-needed snowplow truck,” said LaVerne Phelps, Town of Catlin Supervisor. “This program has been beneficial for us over the years, as the lower interest rates, flexible terms, and the exceptional team at the Bath New York Office have consistently saved taxpayer money. The new snowplow will greatly enhance our ability to manage snow and ice on our roads, ensuring the safety and well-being of our residents.” This funding is part of the USDA Rural Development – Community Facilities and Direct Loan and Grant Program. According to the USDA, this program aims to provide affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area and does not include private, commercial, or business undertakings.   4. Yesterday, Governor Kathy Hochul signed legislation to modernize New York State law to protect survivors of rape and hold perpetrators accountable for sexual assault. The legislation, S.3161/A.3340, updates the definition of rape in the penal code to ensure that additional forms of nonconsensual, forced sexual conduct can be prosecuted as rape. Since taking office, Governor Hochul has prioritized supporting survivors including by signing the Adult Survivors Act, implementing new protections for survivors of domestic violence, and cracking down on human trafficking. “We are reassuring survivors that when they walk into a police station or approach the witness stand that the full weight of the law is behind them now going forward,” Governor Hochul said. “Rape will be treated like the horrific crime that it is. The voices have been heard, and we affirm that justice will be served." Legislation (S.3161/A.3340), also known as the “Rape is Rape” bill, removes the penetration requirement from the rape statutes and also defines rape as vaginal sexual contact, oral sexual contact, and anal sexual contact. The existing statue excluded oral and anal rape from being called rape and required a higher standard for vaginal rape. By modernizing New York’s rape statutes, the governor's office says this legislation ensures all survivors are protected from these crimes and offenders will be held fully accountable.
  5. On Sunday at approximately 1:39 p.m., the New York State Police from SP Horseheads responded to a capsized kayaker on Seeley Creek in the town of Southport. A 44-year-old male, Shawn R. McWhorter of Pine City, NY, was kayaking with two other individuals when his kayak capsized. McWhorter was eventually removed from the water and transported by Erway Ambulance to Arnot Ogden Medical Center, where he was pronounced deceased. The two other individuals were able to make it to shore safely.
  6. On Sunday, troopers from State Police in Wellsburg responded to a one-car fatal motor vehicle accident on County Route 60 in the town of Chemung. A preliminary investigation revealed the 2021 Chevrolet Malibu operated by 29 year old Isiah J. Montgomery of Binghamton, NY, was traveling west through the curve on County Route 60 when it exited the roadway on the north shoulder, striking a tree. Montgomery was pronounced deceased at the scene by the Chemung County Coroner. State Police say this remains an active investigation.

On January 29th 2024 at approximately 10:37am, Elmira Police, Elmira Fire Department, and Erway Ambulance personnel responded to the Norfolk Southern Railway between E Hudson St and Pennsylvania Ave for an unresponsive person. A deceased, identified as 47-year-old Melissa Swido of Elmira, was located on the gravel shoulder of the railway. The identity of the deceased female is being withheld at this time pending notification to next of kin. The Elmira Police Department is being assisted by the Norfolk Southern Police in this investigation.
  8. Elmira Police Officers were flagged down by a concerned neighbor in the 500 block of W First St on January 29th 2024 at approximately 02:52am. Officers were informed of a reported burglary in progress at an occupied residence within the neighborhood. Police responded to the address and located 3 males at the rear of the property. The 3 males fled from police however 2 of the suspects were subsequently apprehended a short time later. It was found that the persons were in possession of soft body armor and a loaded 9mm carbine. As a result, Elmira residents 24 year old Patrick Woodard and 22 year old Josiah Stowe-Alington were arrested and charged with Burglary in the First Degree; a class B Violent Felony. This offense carries a maximum potential sentence of up to 25 years in state prison. Through investigation, it was learned that the arrested persons and the intended target of the burglary knew each other and that this was not a random act. Investigative efforts are continuing to charge the third individual involved. The Elmira Police Department was assisted by the Chemung County Sheriff’s Office during this investigation.
